I chose the film, â€Å"Slavery and the Making of America.† 2. Why did you pick this film over the others offered? I chose this film documentary over the others because I have always wanted to learn more about slavery and how it shaped and effected America. Often we are just told what we read in books or stories that have been passed down about what really went on in this country. Slavery is a big subject and one of if not the biggest tragedies in the history of this country. I wanted to watch this documentary to uncover more truth and facts about the shape of this country during that time. I also liked the descriptions that are specified about the video and what it talks about and will cover. It states that the four part documentary will cover the beginning of slavery from the British colonies which then migrates down south to the north and how it ends. I have always been intrigued by the history of slavery and how it came about and how it was for Africans and African Americans during that time. 3. What is/are the central message(s) of this documentary/fictional film? Be specific. Use examples from the film to support your choice. There are many central messages regarding this documentary. The main messages conveyed in this documentary were resistance amongst the slaves, struggle to maintain dignity, their life styles and culture, their status as workers, knowing their value as a slave, the change of racism, slaves were underestimated about their knowledge and understanding, family was essential and helped them survive and powerful political figures along with American beliefs were major hypocrites. In 1624 the first eleven Africans known as the Atlantic Creole’s were brought via ships by the Dutch West India Company to New Amsterdam (New York today), at this time there were two kinds of workers; slaves and indentured workers(white and black laborers who served for a servant amount of years to get money and become free). Their statuses were confusing and complex however, they were both treated equal and would often retreat to taverns to bond and talk about their masters. The Atlantic Creole’s made the system work for them. They knew how to bargain with their masters to get what they needed and still maintain a fair working lifestyle. The turn of fair treatment towards both races changed in 1640 when three men (two white and one black) decided to flee from their master. They were caught two days later. In court the two whites were to serve a few more years as indentured workers while the black man was sentenced to life as an indentured worker. Slaves maintained their dignity by using the bible, their culture as Africans and family value to get them through. When times got hard they prayed and came together as a community. The treatment of slaves was inhumane, they were beaten, and tortured (branded, men castrated, ears cut off or severed, women raped and exploited) if they were misbehaving. Eventually slaves were beginning to be resistant. They would harm cattle, run away, commit suicide and sometimes revolt towards their masters to receive better treatment. President Thomas Jefferson was considered to be a huge hypocrite along with political powers in America. They wrote documents and petitions stating that all men were created equal. Jefferson claimed he was not big about slavery yet, he owned over 250 slaves and did not free a single one even as President. Slaves were treated like animals and property rather than human beings (3/5th constitution stated that slaves were only 3/5th human and therefore were to be treated as such.) 4. Consider the effectiveness of the film for this history class. What are its strengths and weaknesses of this film in documenting history? This film is strong and very effective with many strengths. It gives a detailed account of slavery and the lives of significant people who helped to abolish slavery. It talks about David Walker and his appeal and what the Appeal did for all blacks and whites fighting for the cause. Later it talks about Maria Stewart (Walker’s prodigy) and how she was the first black women to speak to a mixed audience those of men and women and how the lawsuit she won later would bring about the Emancipation. Other significant role players were Harriet Jacobs who was the first women to write a slave narrative. Her life consisted in the attempts to be free of her master who wanted her for sexual purposes. She fell in love with another white man and produced two children for him. In order for her children to be free she fled to her grandmother’s home who was free and she lived in an enclosed space for the next seven years. Although, her children were free it would be a few more years before she would ever see them again. The only weakness to this documentary I found was that it skipped times periods and went back and forth. It said very little about the Declaration of Independence and what it meant to African Americans. During this time it also does not mention the impact that the Quakers had on blacks. It just mentions that they were there and what they fought for.2 5. How do you think the filmmakers want the audience to respond? Is there a social justice message? If so, what is it? I would say filmmakers would want the audience to have a better appreciation for blacks and what they went through and those that helped fight for racism and anti-slavery movements. I think initially anyone who watches this film would first be ashamed to call the U.S their country but, then after a while realizing that was the country’s way of living and way of life at the time. To think that people were treated like animals and had no rights is an injustice and definitely a contradiction to the American beliefs. The audience may want to re-read the Declaration of Independence and see if its principals are practiced to this day. There is definitely a social justice  message. In the documentary it talks about the first eleven slaves from Africa known as the Atlantic Creole. As time passes they negotiate with their masters to get land, get paid for their labor and even have their children become free after a certain amount of time. The slaves knew their worth and at the time they were able to negotiate because there were no harsh laws at this time. A couple of the men even sued their masters and won for loss of wages. Other examples include resistance and revolts. A big indicator was the Walker Appeal. In the Appeal Walker motivates black slaves to stand up for themselves and roles out argument over the history of slavery. He criticizes Thomas Jefferson and America’s political party for being a contradiction stating they want all men to be treated equally and free except many of them stilled owned slaves and were not freeing them. 6. Did the documentary leave you with any unanswered questions? If so, what were they? The documentary was very informative and very detailed oriented. I would have like to know more about Thomas Jefferson and President Washington. The documentary does not cover President Washington’s role in slavery or how he felt about it and what actions he took. Of course he owned slaves but, did he feel the same as Jefferson? What was he doing at this time for the country in regards to slavery? I also wanted to know what Thomas Jefferson’s role was after the Declaration of Independence took effect. He owned over 250 slaves. I wonder what he was like toward his slaves and how he treated them. If he was against slavery then why did he not free his slaves or why did he wait so long? Why did he not play a bigger role in helping the slaves? 7. How did this film change any misconceptions or stereotypes you had about the subject matter? If so, what were they? Since, I already knew basic facts about slavery I did not have any stereotypes. I will say that I had lack of knowledge with the real life situations that many individuals experienced. For example, the film states the punishments for any slave that runs away. The first punishment they were  whipped. The second punishment they were branded with an R on their right cheek. The third punishment their ear was severed and another R on the left cheek for runaway, and the fourth punishment males were castrated. I had misconceptions about the Presidents. I used to respect the Presidents Jefferson and Lincoln. History says they are some of our founding fathers. To me they were prejudice cowards who had no intention of freeing slaves although, they say they did not believe in slavery. America builds these prominent figures up as if they are heroes. Sure, they developed great causes and did great things (Jefferson with the Declaration of Independence, and Lincoln with the Emancipation Proclama tion) but again this did nothing for slaves. 8. What did you enjoy most about the film? Dislike the most? Be specific. I like that the film was very detailed in the lives of those people who made a difference. The film also stresses how important slavery was and how blacks were portrayed and treated. I was constantly being fed about facts that I definitely did not learn in school history books. Significant unknown people such as a slave called Titus who was very skilled and a smart slave and owned by a short tempered Quaker who would not release him although, a lot of Quakers were freeing their slaves. Titus eventually runs away and comes back years later as a sophisticated colonel of a small army of whites and blacks to fight in various wars and help free his people. Another unknown significant slave was Emanuel Dregas. He was owned by Captain Pot and later Pot owned his family. Once Pot became stricken by poverty he sold Dregas’ family. After Captain Pot died, Dregas later became free but, his family remained enslaved and for the rest of his life he fought to get them freedom. I can honestly there was nothing that I did not like about the film. 9. What is the most important thing you learned from watching the film? The most important thing I learned about this film was the value of African Americans verses slavery and how the first Africans were able to be more free with their decisions and able to negotiate their wages. Again the first  eleven Africans known as the Atlantic Creole in 1624 came by way of ship purchased by the Dutch West Indian Company. As they built the Dutch Colony in New Amsterdam (New York today) there were no laws about slavery and they had no structure. They were just required to work hard for their masters. These slaves began to recognize their worth and realized they were not being paid their value. A few of them sued their slave owners for higher wages. They also began to negotiate with their masters. They made the system work for them. The masters wanted to appease them so that they would continue to work. In turn masters gave their slaves half freedom. This meant men who married could live with their wives on the free Negro land. They could grow their own crops, cattle and they could farm there. Slaves were very valuable. The more slaves that were owned the more land the slave owner received. For example, one slave equaled five acres of land. Cotton was the biggest product since tobacco and was in high demand throughout the world specifically Europe. Thousands of slaves were requested and then shipped from West Africa to complete these slave picking tasks. It was a nonstop twenty-four seven job. Slaves worked from sunrise till sundown. If it was a full moon they worked through the night as well. 10. Why is this film important to understanding contemporary African American History? This film is important to understanding contemporary African American History, because of the details it covers of slavery, the people and a nation it effected and how these people survived such a harsh, cruel and demanding life style. Africans and African Americans struggled yet their religious beliefs, love for family and will to live and eventually fighting back got them through. This is seen in the attempted Nat Turner revolt, Walker Appeal pamphlet, the slave narrative by Harriet Jacobs and Maria Stewart. Each of these individuals fought for a cause that they did not see or experience in their lifetime but, knew that it would come in the following generations. These individuals had guts and wanted to tell the truth. David Walker exploits American beliefs in his Appeal when he talks President Thomas Jefferson being a hypocrite and how he wants all men to be created equally yet he owns slaves and would not free them. America was turned upside down due to the attitude of slavery. The nation was becoming a separate society. It was the North and West vs the South. While the North and West had abolished slavery the South was nowhere near that or wanted anything to do with it. Economic power became political power. Those that had prospered or came from money were running for the senate, government and even for presidency. Based upon this alone Africans, African Americans and various indentured workers built this country and assisted the country in making it an economic powerhouse.

THE DEVELOPMENT OF HOUSING FINANCE IN THE CHANGING BUSINESS SCENARIO Mr. P. S. Ravindra** ABSTRACT Traditionally in India, most people used to depend on their provident fund and gratuity amounts received after retirement while considering buying a home. However, with the emergence of housing finance as a major business in the country, an increasingly large number of people are going for housing loans. The housing sector in India is facing an estimated shortage of 4. 1 crore houses and according to the Ninth Plan, the demand-supply gap in urban housing is 3. 3 crore houses. The industry comprises of nearly 383 housing finance companies although disbursements from only the leading 26 institutions are eligible for re-finance from National Housing Bank, which is the regulatory body for these companies. These Housing Finance Companies (HFCs) constitute nearly 95 % of the total disbursement by the industry . The tax exemption on the interest paid on housing loans has also been extended up to the year 2003. This move will benefit the salaried employees, especially the middle-class populace. A dream of providing 25 lakh rural houses has been envisaged in the budget. Out of these, 12 lakh houses will be built under the ‘India Awas Yojana’ and another one-lakh houses would be provided under the ‘Credit-cum-Subsidy’ scheme for families with an annual income below Rs. 32,000. Moreover, around 1. 5 lakh houses to be constructed under the ‘Golden Jubilee Rural Housing Finance Scheme’ will be eligible for refinance from the NHB. The industry is witnessing a boom at present boosted by the generous budget sops and rock bottom real estate prices. The demand is a result of genuine individual needs for housing. The prospects of the industry would be further strengthened on the amendments to the Rent Control Act and repealing of the controversial Urban Land Ceiling Act. Incomes of families are rising and their purchasing capacity as well as loan repaying capacities is going up. Property prices are more or less on a stabilizing trend. A large number of home loan options are available. HFCs are becoming increasingly liberal. Interest rates have been progressively falling. The Government of India has been giving substantial encouragement to the housing sector. The social structure of the Indian families is going through a sea change as the joint family is fast giving way to the nuclear family concept. The pressure to have one’s own home is high among these families. Highlights †¢ Significantly, there has been no dearth of demand for housing and consequently for finances for the same have been abundant. †¢ Market dynamics play a pivotal role in determining the lending rates. Considering the same, the housing finance industry has been in a slump in recent times. †¢ The entry of banks into the housing finance sector has posed a serious threat to already existent players in the field. †¢ The housing sector is witnessing a clash between major players. Foremost amongst this is the ICICI and HDFC imbroglio. The later is giving sleepless nights to HDFC. †¢ Tax sops provided by the Government of India is a significant step towards upholding the future prospects of this industry. Sector Comments Nearly 25 lakh houses are built every year in India. However, the nation’s requirement is around 65 lakh houses per annum. The housing sector in India is facing an estimated shortage of 4. 1 crore houses and according to the Ninth Plan, the demand-supply gap in urban housing is 3. 3 crore houses. In case, all these urban housing dwellings were to be built, it would require an investment of Rs. 150,370 crore. Traditionally, the housing finance business has been yielding a margin of around 2 per cent. The skill of the players is in converting their advances that have a maturity period of 15-30 years with the deposits that mature within three years. Though, the National Housing Bank (NHB) refinances housing loan up to Rs. lakh disbursed to the lower income group, this is just a negligible proportion of advances to the major players. The primary sources of funds are fixed deposits, debentures, private placement of bonds and borrowings from banks and financial institutions. Thus, efficient financial management has a key role to play in this industry. Lending rates are predominantly market-driven and in view o f the same, the housing finance industry has been in a slump in recent times with there being low demand from builders and investors alike. Furthermore, the entry of banks into the housing finance sector has also not augured well for the industry. Most housing finance companies cater mainly to the higher income group having reasonably assured creditworthiness. In a scenario marked with the absence of speedy foreclosure regulations, most companies prefer to stay away from rural and the Low-Income Group   (LIG). However, it must be noted that demand for housing in the Middle-Income Group and High Income Group segments has also recorded a steady rise lately. Market profile The Indian housing finance sector is crowded with players of all sizes and nature: government organisations, insurance companies, banks, housing finance companies and co-operative organisations like HUDCO and NHB. Major players in the Industry are HDFC, LIC Housing Finance, Dewan Housing, Can Fin Homes, SBI Home Finance and Gujarat Rural Housing. The youngest entrant into the Industry, which is penetrating rapidly, is ICICI. Interestingly, both Can Fin Homes Limited and its parent Canara Bank are into housing finance. It is the same with quite a few banks, for example, SBI and SBI Home Finance Limited, Bank of Baroda and BOB Finance, Vysa Bank and Vysyabank Housing. Though HDFC and ICICI also have their banking arms, they compete with each other in personal loans, but not housing loans. The industry comprises of nearly 383 housing finance companies although disbursements from only the leading 26 institutions are eligible for re-finance from National Housing Bank, which is the regulatory body for these companies. These Housing Finance Companies (HFCs) constitute nearly 95 % of the total disbursement by the industry. However, owing to the slump in real estate market over the last few years, the industry posted a fairly low disbursement growth. Market trends The housing sector is witnessing a clash between major players. HDFC had ruled this sector with a lion’s stranglehold. It was smooth sailing for HDFC all these years and it seemed that its monopoly was there to stay forever. However, out of the blue emerged ICICI Home Loans, when this financial institution decided to clash arms with HDFC on its home front. Within a year of its launch, ICICI Home Loans is giving the industry leader, HDFC, sleepless nights. Undercutting in the interest rates is all in the game and so is every other trick in the book. HDFC is gathering its wits to beat its competitor at its own game. It launched an aggressive hoarding campaign designed in the style of ‘follow the leader’. HDFC has launched its website propertymartindia. com as a joint venture with the Mahindras. Following suit, ICICI too, launched its home portal indiahomeseek. com. So the war rages on both at the retail level and also in the form of a cyber war. ICICI has lowered its prime lending rates on short and medium term loans from 13 per cent to 12. 5 per cent. Thus, bringing the interest on housing loans at par with the foreign exchange loans. HDFC also reduced the interest rates on its housing loans from 13. 25 per cent to 13 per cent. It went an extra mile to woo the borrowers of loans up to Rs. crore by allowing them the facility to either opt for a fixed interest rate of 13 per cent or a floating interest rate of 12. 5 per cent. As the name indicates, a borrower opting for the first choice will have to repay the loan at an interest rate of 13 per cent irrespective of any future hike or cut in the rates. Those choosing the second option would be subject to the vagaries of the interest mar ket and may gain or lose in the bargain. The company has also reduced the interest on loans borrowed by non-resident Indians. These loans repayable within five years will attract an interest rate of 11. 5 per cent per annum while loans ith a term of 6-10 years will be charged interest at 12. 5 per cent. The above rates are under the fixed interest rate option. Similar floating rate loans would be charged at 5 per cent less interest. Originally, only the commercial banks offered housing loans on floating interest rates, now that HDFC is offering loans at a 12 per cent floating rate, ICICI also has a floating rate home loan in the pipeline. Price sensitivity factors †¢ Noteworthy fact here is that NHB refinance to the HFCs comprises a mere 7% of the loans disbursed. In other words, most HFCs have to arrange for a major part of the disbursals from their own resources. Thus, low spreads, mismatched asset and liability, competition posed by banks with recent regulations requiring commercial banks to invest 40 per cent of their advances towards the priority sector, etc. pose problems for the lending division. †¢ The first housing finance company to cut down its interest rate after RBI slashed the PPF interest rate by 1 per cent on January 14, 2000 was HUDCO. When the National Housing Bank, the refinancing agency of all housing finance companies, slashed its rates by up to 50 basis points, it triggered off a virtual interest war in the industry. HDFC, ICICI, LIC Housing Finance, PNB Housing Finance Limited and a host of others followed suit. In a game of one-upmanship, the companies have been vying with one another to offer the best deal in a rapidly growing market. †¢ CRISIL has forecast an increase in the interest rates in the second half of this year. This will be due to the demand of funds by the Centre and also the corporates exceeding the supply. The Central Government has projected a Rs. 31,000 crore higher borrowing this year than last year’s figure of Rs. 86,000 crore. The State Government borrowings would add up to a further Rs. 7,500 crore and the corporate demand would be higher by Rs. 11,000 crore. As compared with the supply, CRISIL expects the short fall to be around Rs. 15,800 crore. To make up this short fall, even if there is a 1 per cent cut in CRR, interest rates are still bound to increase. †¢ The Union Budget 2000-01 has given a shot in the arm to the industry by raising the exemption a pplicable to individual borrowers on the interest paid on housing loans to Rs. 1 lakh. The existing tax rebate of 20 per cent under section 88 of the Income tax Act of 1961, covered repayment of housing loans, subject to a maximum of Rs. 0,000. The same has now been doubled to Rs. 20,000. This, coupled with the lowering of the interest rate would enable a borrower to enjoy tax exemption upto a loan of Rs. 7. 5 lakh for a 15-year term. He can now have access to better tax planning options on account of the exemption and a lower Equated Monthly Installment (EMI) due to longer term of repayment. Furthermore, individuals who already own a house can now invest in a new house and yet claim exemption from capital gains on the sale of the asset. The tax exemption on the interest paid on housing loans has also been extended up to the year 2003. This move will benefit the salaried employees, especially the middle-class populace. The industry has found new avenues such as securitisation, which are expected to be launched in the market very soon. This mechanism would require a pool of assets (mortgages), which would be sold by the HFCs to NHB. These assets in turn would act as a Special Purpose Vehicle (SPV) and would be sold as pass through certificates to investors, which initially would be from groups earning pension funds, mutual funds, financial institu tions, commercial banks and other trusts or institution which require monthly fixed income. The mortgages would be for loans up to a period of 10 years, on which HFCs would earn 16 % from borrowers. The spread is to be passed back to the concerned HFCs in the form of premium at purchase of mortgages or service charge over a period of time. It is expected that with the success of securitisation the circulation of funds would increase coupled with cash flows generated by these funds. Furthermore, a secondary market for mortgages would become feasible for HFCs. Outlook The industry is witnessing a boom at present boosted by the generous budget sops and rock bottom real estate prices. The demand is a result of genuine individual needs for housing. The prospects of the industry would be further strengthened on the amendments to the Rent Control Act and repealing of the controversial Urban Land Ceiling Act. Thus, the housing finance industry is on solid ground and has interesting prospects ahead. As for the small players, they will have to take the harsh decision to either exit the industry or merge with bigger entities. It is also amply clear that in the future, industry leader HDFC will have to share the spoils with the aggressive young turk – ICICI. Notwithstanding the competition, the customer has nothing to lose as he can choose the best loan scheme from the ICICI and HDFC fold, with minimum interest and a nil processing fee. Conclusion Despite the abovementioned factors, several bottlenecks still exist in the industry, which have to be taken care of before any of the above can bring about an improvement in the prospects of the industry. From an overall viewpoint demand for housing is ever rising and the same would be reflected on the demand for funds. Hence, the profitability of the industry should commence on the positive track in the future. Advocates of the American Constitution Essay ? Obtained a strategic advantage over those who opposed it by taking up the name Federalist for themselves and by identifying the adversaries Anti-Federalists. Federalists supported state rule and disagreed with a central national government. By holding the title Federalist, Hamilton and other authors got an additional advantage for their position and got around an extreme conflict over the issue of state versus national power. They emerged as advocates of states’ rights and this idea was clearly explained in The Federalist Papers, yet they were also evidently advocating for a strong national government. The essays were signed â€Å"Publius† after Publius Valerius who was the state builder and who rebuild the Roman republic following the removing from power Rome’s last king called Tarquin. Plutarch measured Publius favorably against Solon who was Greece’s law giver. And at that instant a modern Publius would have helped erect the new American republic. By opting for a name like Publius, the authors of the Federalist were following a practice which was common among the eighteenth-century writers. The writers used to publish a combined work under a fictitious name instead of a byline. If Hamilton, Madison, and Jay had revealed their identity in The Federalist Papers then they would have been known as advocates of specific positions instead of being recognized by their arguments, and also this would have become a part of the argument over the Constitution. Further more; choosing secrecy was also because of the enmity between Hamilton and George Clinton the New York Governor. Interestingly Hamilton was the single New York ambassador who signed the Constitution. On the contrary, Clinton was an Anti-Federalist who was heading a state where people opposing the new Constitution were in majority. Therefore, opting for Publius was somewhat an effort to shift the discussion away from the personal bitterness between Hamilton and Clinton. As the need of unification has been signified, and the Articles of Confederation had arrears, it was explained by the Publius that a strong republican government was shaped by the Constitution, yet checks and balances controlled it. This type of government, which was strong and had checks, would maintain freedom and assets, and bring back respect for America overseas. A gush of trickles from a nearby stream signals the change in humidity – the journey embarks on its climax. The warmness of the humid air eventually evolves into sporadic ice and snow at the summit. Nothing can compare to standing in a remarkably magnificent place that seemed to be on top of the world to enjoy and share the expanse, not only of mountain ranges, intermittent with deep ravine and valleys unreached by man but of the entire sight of the universe.
